Yes, only the number of licensed users is relevant to permits. Regardless of which and how many resources are managed, e.g. workstations, rooms, cars or even smartphones.
Billing is done annually according to the number of licensed users. The payment is annual in advance. Changes in the number of users will be taken into account in the next billing period. Any increase in the number of users will be billed in advance on a pro rata basis.
The smartbooking365 app is a Teams application that is installed and deployed on your Microsoft 365 tenant. Resources are managed through Azure Functions (centrally via smartbooking365).
